Amodei, a notable figure in AI development and former OpenAI contributor, used virology lab biosafety levels as an analogy to describe the current state of AI safety and control. He indicated that the world is currently at what he terms ASL 2, with ASL 4—a stage that includes AI autonomy and persuasive capabilities—looming on the horizon.

The Anthropic CEO elaborated that ASL 4 would enable state-level actors like North Korea, China, or Russia to enhance their offensive military capabilities through AI, significantly altering the geopolitical landscape. This shift could happen sooner than expected, potentially between 2025 and 2028, highlighting the urgent need for robust AI governance.

Amodei’s comments underscore the dual-use nature of AI technologies—where the same advancements that can benefit society also pose significant risks if misused.
