🤖 Breaking down Biden's plan to regulate Chinese AI
4/25/23
Good morning and welcome to the latest issue of neonpulse!
Here are the AI headlines making waves:
🌊 Biden's plan to regulate Chinese AI
🌊 Google’s Bard learns to code
🌊 Music artist Grimes is onboard with AI
Let’s get into it!
The AI Cold War Begins
While every major tech company is looking for ways to introduce AI in order to gain a competitive advantage, every major government around the world is looking for ways to introduce AI in order to gain a military advantage.
A.I. designed hypersonic missile
China, for example, has started using AI to design a variety of new weapons, from next generation warships to hyper-sonic missiles, with the goal of becoming the worldwide leader in “intelligent warefare.”
But apparently not everyone is happy with China’s progress in AI, with President Joe Biden reportedly set to unveil a new set of investment restrictions aimed at China in May just ahead of the G7 summit.
The new measures will be used to “protect American technology” and “bolster national security,” mainly by introducing strict export regulations on microchips and semiconductors in an attempt to slow China’s progress in AI.
But will it work?
The United States has been actively blocking China’s access to the Nvidia A100 microchips (the chip of choice for powering AI technology) for more than 6 months, yet early indications are that China has worked around the initial restrictions simply by ordering a higher number of less powerful chips…
So we’ll have to wait and see how it all works out.
Bard learns to code
Finally deciding to take the advice of tech bro’s worldwide, Google's generative AI Bard has finally learned to code, a move that represents the company’s latest effort to keep up with Microsoft’s AI endeavors.
The new functionality will help software engineers with code generation, debugging, and code explanation in over 20 programming languages, including Python, Java, and Typescript, although it remains to be seen how Bard will stack up to Github’s AI coding assistant CoPilot.
Better late than never!

Grimes on AI
At least one artist is onboard with the coming AI revolution in music, with Grimes welcoming the opportunity for collaborations powered by the new technology.
“We’re making a program that should simulate my voice, but we could also upload samples for ppl to train their own,” explained Grimes, encouraging people to take her up on her collaboration offer.
This idea of cutting record labels out completely is a move that would revolutionize the music industry as we know it, so it’ll certainly be interesting to see how many artists follow in her footsteps.
Want to stop being tracked while you surf the web?
Then you need to set yourself up with a VPN.
A VPN is like an encrypted tunnel for your online activity, making your data invisible to hackers and allowing you to browse the web in peace.
The VPN that I use and recommend is NordVPN, which is consistently ranked as the #1 VPN by PCMag, Forbes, Wired, and TechAdvisor.
So unless you suffer from a kink that involves having your credit card info stolen while you browse the web, you should get yourself setup with a shiny new VPN from Nord for 59% off here.
